Tulane University is the University of New Orleans where Laura Bow studied journalism in 1925. Lillian Prune was also a student.

The University does not actually appear in the game. In the Colonel intro cutscene, Laura is seen in a park (cf. the image above) which a narration window identifies as "Tulane University", presumably a park in the university's campus.
However the buildings seen on the background seem to be the St. Louis Cathedral, with apparently The Cabildo (although not faithfully reproduced) to its left, both famous landmarks of New Orleans.
In reality however Tulane is located in a different location of the city. This skyline with the building facades is visible from the Jackson Square. It seems therefore that the opening cutscene takes place rather in a location at or near the Jackson Square, despite the narration.
The statue in the cutscene is very much unlike the equestrian statue of Andrew Jackson in the Jackson Square.
